Today we post the answers from the Mayor of Fushë-Arrëz, Mr. Fran Tuçi, who recognizes the existence of the blood feuds phenomenon in Albania and in the Municipality he’s the Mayor of. Following you’ll find the entire letter’s text.

The questionnaire asked

– How much is widespread the Blood Feuds Phenomenon in Your municipality?
– Which kind of measures would You like to adopt in order to face and eliminate the phenomenon?

Dear representatives of Operazione Colomba – Ass. Community Pope John XXIII!

I have the honour and the privilege to express my high consideration for you and your group, and I thank you for the help you give in overcoming the blood feuds phenomenon in the district of Shkoder and in the whole Albania.
Such a phenomenon, widely spread in Albania, didn’t find a solution either in the Municipality of Fushë-Arrëz yet. Following the Administrative-Territorial Reform, today the Municipality of Fushë-Arrëz is composed by the city of Fushë-Arrëz and 35 villages, in an area of square kilometres.
According to the research that we have been done and according to the information given by the Administrators of the city of Fushë-Arrëz’ Administrative Unit, it results that the blood feuds phenomenon exists in this municipality, although in low-scale. To date, we count six cases related to the phenomenon.

The blood feuds phenomenon is an ancient one, rooted in the Albanian mind and mentality. It continues to be a gangrene for our society.
In order to overcome this phenomenon, a complete commitment is required by the government on both local and central level. The government has to shoulder those areas where the phenomenon is present and it has to do it with infrastructures, work, development and constant social support.
Even though the law Nr. 9289/05 “For the establishment and the operation of the Coordination Council for the fight against blood feuds” was approved more than 10 years ago, there is no implementing regulation for it to be applied, nor a specific regulation about the phenomenon.
Finally, we guarantee our cooperation and our support for the overcoming of the bllod feuds phenomenon.
