Boom of answers! On the 1st of September, we received the answers from Luiza Mandi, mayor of Libohovë. She replied to the questionnaire prepared by the volunteers of Operazione Colomba within the campaign “A crowd against blood feuds”.

Below you can find the questions contained in the questionnaire and the answers from the mayor of Libohovë.

The questions

  1. What is the spread of the blood feud phenomenon in the area where you are the mayor?
  • How is the phenomenon perceived by the population?
  • How many cases of blood feud are there in the municipality/district where you are the mayor?
  • Is there any collaboration between the local administration and the other organizations in the territory where you are the mayor?
  1. Specifically, which concrete steps would you do for the complete eradication of the blood feud phenomenon, referring particularly to the territory of the town/district where you are the mayor?
  1. In 2005 Law no. 9389 of May 4th 2005 was emanated but it has not been applied so far because of the lack of the implementing acts by the Executive. What do you plan on doing to ask the Albanian Executive to apply this legal instrument?

The answers from the Mayor of Libohovë

“In response to your questionnaire related to the blood feuds’ phenomenon, please find the following answers:

1. The phenomenon does not exist in the territory of Libohovë.

  • The phenomenon is perceived by the population of this area as belonging to the past, although still present in some areas of the country.
  • In our area there is not any case of blood feuds.
  • There is a good collaboration between the social workers of the municipality, the city administration and all other local and state offices about different problems, such as family disputes, property rights etc…

2. Although this phenomenon does not exist in our area, we pay particular attention to the issues of property rights, marital disputes and other problems which were, and still are, source of disagreements and conflicts of various kinds, whose resolution requires more commitment compatible with the legal framework.

3. Regarding the implementation of Law no. 9389, of May 4, 2005, the government has required the determination of specific tasks for each institution and concrete support with material and technical assistance”.

Operazione Colomba volunteers would also like to thank her for the kind answers, which will be compared to the data collected since 2010 from the major national newspapers. We would like to remind also that Luiza Mandi has been already available in replying to the questionnaire at the time of her candidature as mayor; she also added that she has enough knowledge about the blood phenomenon. We take this opportunity to congratulate Luiza Mandi after her election. We are sure of the fact that through greater responsibilities she will be able to reply with further details to our questions, particularly to the last one on how her municipality will push the Albanian government to actually implement the Law n. 9389.
